Digital like ticking noise from under steering column

While turning my steering wheel past a certain degree AND accelerating, I'm hearing a digital camera like noise coming from the steering column. It does not occur unless your foot is on the accelerator. I have attached an audio clip of it. This is while going 30 mph or so. I jerk the wheel several times at the end of audio to exceed the degree threshold of when it occurs. This can't be normal, right?

Fyi you must be going at least 25 mph for this to occur. Stability control?? I'm baffled

What are we supposed to be hearing?

Listen near the 2nd half of the clip. I jerk the steering wheel several times. You'll hear what sounds like a camera taking pictures.
