Almost any cleaner wax or polish should remove any hard water spot.

Any quick detailer would work too

Clay bar works for me, we also have really hard water in TX

Depends on how bad is it, and if you had any protection on the paint prior to the spots appearing.
Generally a clay bar will work. However if the spots remain you will need to polish the paint.
You can also try wheel acid but you need to be very cautious when using this method as you can easily do more damage to the paint.
